Ubuntu noble ships a cloud-init version without this fix: canonical/cloud-init#5418

This fixes #43
Ubuntu 24.04 ships with a cloud-init bug fixed in canonical/cloud-init#5418 and this PR workarounds it.
It also adds tests for Ubuntu 24.04
